This is for you if
- You're expecting a child and going back to work in Luxembourg.
- You've just arrived and your child under 4 needs a crèche.
- Your child is starting école fondamentale and needs a maison relais.
- You're a cross-border worker and want your child looked after in a Luxembourg provider.
Not for you if you're looking for a nanny at home or a crèche outside Luxembourg: the CSA only pays providers recognised by the State and located in Luxembourg.
Crèche, maison relais, parental assistant
Three options accept the CSA, if the Ministry of Education (MENJE) recognises them as providers. They're called SEA, services d'éducation et d'accueil (education and childcare services), except the parental assistant.
| Option | For whom | Good to know |
|---|---|---|
| Crèche or mini-crèche | Before school | 20 free hours a week from age 1 to 4 |
| Maison relais (foyer scolaire) | Children at école fondamentale | Free during school weeks, from 7am to 7pm |
| Parental assistant (care at an approved person's home) | From 0 to 12 years | No free hours before age 4; free during school weeks (7am-7pm) for a child at école fondamentale; State aid capped at €5.40 an hour |
A conventionnée crèche (often run by the commune or an association) and a private crèche both accept the CSA. The difference lies in available places and extra charges.
Key figures

| Your share per paid hour | From €0 to €6 | January 2026 rates |
| Your share per main meal, young child | From €0 to €2 | January 2026 rates |

| Joining the CSA | Free, all year round | 2026 |
How your share is calculated
The scale compares your household's taxable income with the SSM, the social minimum wage. It has been €2,771.33 a month since 1 June 2026 and follows the index. Married, in a civil partnership or cohabiting, it's the same.
At a crèche, the 20 free hours come first. From the 21st hour, three bands apply:
| Taxable income (1 child) | Band 1 | Band 2 | Band 3 |
|---|---|---|---|
| Less than 2 times the SSM | 13 hours free | 21 hours at €1.00 | 26 hours at €1.50 |
| Less than 3 times the SSM | 8 hours free | 21 hours at €2.00 | 31 hours at €3.50 |
| Less than 4 times the SSM | 3 hours at €3.50 | 21 hours at €3.50 | 36 hours at €5.50 |
| 4.5 times the SSM or more | 3 hours at €4.00 | 21 hours at €4.00 | 36 hours at €6.00 |
Extract from the official January 2026 scale. Rates drop for the 2nd and 3rd child; from the 4th, hours are free. Without an income declaration, you pay the maximum rate. Extra charges billed by the crèche remain yours to pay.
A worked example
Inès and Karim live in Strassen. Their daughter Lina, 2, goes to a crèche 45 hours a week. The household's taxable income is €7,500 a month, so less than 3 times the SSM (€8,314). The crèche charges €7 an hour, with no extra charges.
- hours 1 to 20: free = €0
- hours 21 to 28: band 1, free = €0
- hours 29 to 45: 17 hours at €2.00 = €34
- 5 main meals at €2.00 = €10
- total: €44 a week, instead of €315 in childcare hours without the CSA
With a taxable income above 4.5 times the SSM, the same week costs 3 hours and 21 hours at €4.00, 1 hour at €6.00 and €10 for meals: €112.
These amounts apply to the 46 weeks covered by the free hours. In the other weeks, the scale applies from the 1st hour. During school holidays, your share for the care of a child not at school is capped at €100 a week, meals extra. Many private crèches add a flat fee or extra costs: ask for the written list before signing.
Cross-border workers: the conditions
Since September 2016, non-residents can join the CSA. According to Guichet.lu, you need:
- a parent who is an EU national, works in Luxembourg and is affiliated with the CCSS (Centre commun de la sécurité sociale, the joint social security centre);
- a child who receives a Luxembourg family allowance, paid by the CAE like the back-to-school allowance;
- a recognised provider located in Luxembourg.
The scale is the same as for a resident. Free care from 7am to 7pm is for children of compulsory school age attending école fondamentale or equivalent. If your child goes to school in your country, check on Guichet.lu, childcare service voucher (ouvre dans un nouvel onglet) whether it applies to you.
Common mistakes
- Waiting for the birth to start looking: in some communes, places go months before.
- Applying for the CSA at the crèche's commune: only the commune where you live issues it.
- Not declaring your income: you're automatically charged the maximum rate.
- Forgetting to renew: you pay the full price, and back-payment is limited to 3 months.
- Comparing crèches on the hourly rate alone: flat fees and extra charges make the real difference.
What could change
On 9 October 2026, the CSA reform presented on 12 January 2026 (bill no. 8686, still in committee) is only partly applied: only the €7 hourly aid is in force. It also announces:
- up to 24 more hours covered below 3.5 times the SSM, 29 hours below 3 times, and all care below 2 times;
- the end of extra charges and billing by the registered hour;
- 20 free hours with parental assistants, announced for 2027.
If it passes as it stands, Lina's 45 hours would be fully covered.
