- You have just arrived in Luxembourg, you have a right of residence for more than 3 months, and you have your first salary.
- You are a couple, with or without children, and your household income limit is not exceeded.
- You receive unemployment benefits or REVIS (social inclusion income) and rent on the private market.
This is not for you if:
- you live in France, Belgium, or Germany;
- you rent from your parents or your child;
- your landlord is the Fonds du Logement, SNHBM, a municipality, or a social real estate agency;
- a household member owns more than one-third of another property.

Key figures to remember
| Element | Value | Year or date |
|---|---|---|
| Amount of subsidy | €10 to €520 per month | 2026 (law of 7 August 2023) |
| Minimum effort rate | Rent excluding charges exceeding 25% of household monthly net income | 2026 |
| Income taken into account | Net income of the calendar year preceding the month of grant (2025 for an application in 2026) | 2026 |
| Starting point | Date of application, provided conditions are met on that day | 2026 |
| Review | Automatically every 12 months, recalculated amount | Since the law of 19 December 2025 |
How much depending on your household
Below the first annual net income threshold, you receive the maximum. Above the second, nothing. In between, the aid decreases linearly down to €10. It never exceeds your rent.
| Household | Maximum per month | Maximum up to | No more aid above |
|---|---|---|---|
| Single person | €200 | €31,782 | €45,474 |
| Couple or household without children | €280 | €47,672 | €68,210 |
| With 1 dependent child | €360 | €60,385 | €86,396 |
| With 2 dependent children | €440 | €73,098 | €104,591 |
| With 3 dependent children | €520 | €85,811 | €122,777 |
| Per additional child | no increase | + €9,534 | + €13,644 |
The law sets these thresholds at index 100 (4,736 for a single person, for example). The limits in the last column are those published by the Ministry of Housing: they correspond to the average index of 2025 (960.17). The full amount thresholds are a trigger calculation on the same basis. Near a threshold, check with the official simulator (ouvre dans un nouvel onglet). To understand the index, read our page on the index in Luxembourg.
What "net income" means here
It is the income of the entire household (the "domestic community": people living together in the accommodation with a common income). We add up net salaries (the net amount on your payslip), other net income even if non-taxable (unemployment, parental leave, REVIS), and support payments received. Any alimony or child support you pay is deducted. The income of dependent children does not count. If you had no income the previous year (first job, recent arrival), your last known income, extrapolated over 12 months, is used as the basis. If your previous year's income includes paid work (employed or self-employed) carried out for only part of the year (arrival or new job during the year), that work income is extrapolated over 12 months, not your other income.
Two concrete examples
Léa, 24, single, in Esch-sur-Alzette. First permanent contract (CDI), €2,600 net per month in 2025, or €31,200 per year. Her rent is €1,150 excluding charges.
- Effort rate: 1,150 ÷ 2,600 = 44%, above 25%. Condition met.
- Income: €31,200, below the full amount threshold (approx. €31,782).
- Subsidy: €200 per month, or €2,400 per year.
At €4,000 net per month (€48,000 per year), she would exceed the limit: no more aid.
Marco and Ana, a couple with one child, in Bettembourg. Together, €5,600 net per month in 2025, or €67,200 per year. Rent: €2,100 excluding charges.
- Effort rate: 2,100 ÷ 5,600 = 37.5%. Condition met.
- Income: €67,200, between the two thresholds (approx. €60,385 and €86,396). The aid is therefore reduced.
- Calculation: they have covered 26% of the gap between the two thresholds, (67,200 − 60,385) ÷ (86,396 − 60,385). We subtract 26% of (€360 − €10), which is about €92.
- Subsidy: approx. €268 per month.
This second amount is a trigger estimate, calculated based on the limits published by the ministry. The official simulator and the ministry's decision are authoritative.
Common mistakes
- Waiting to apply: the grant starts from the application date, previous months cannot be claimed retroactively.
- Including charges in the rent: the 25% test is based on rent excluding charges. Including charges might make you wrongly think you are eligible.
- Forgetting the income of your partner or another household member: the income of the entire household counts. An error will result in having to pay back the money retroactively.
- Not reporting a move in or move out: overpayments will be reclaimed, with one year to repay.
What could change
As of October 9, 2026, a bill tabled on July 7, 2026 (No. 8786) aims to open the grant to higher education students in Luxembourg, even without an income. Student grants would not be counted as income. It has not been passed: today, a student with no income is not entitled to it.
Frequently asked questions
No. The rented housing must be located in Luxembourg and be your main and permanent residence.
No. The ministry automatically re-examines your file every 12 months and recalculates the amount starting from the month of the review. A new application is only required if you move, or if one of the applicants leaves the accommodation.
Yes, with the state assistance for financing a rental deposit, according to Guichet.lu. It does not apply to housing rented from the Fonds du Logement or a municipality, where the rent already takes your income into account.
The amount depends on the income of your household: under the law, you and the people living with you in a shared home, with a shared budget, who cannot prove they live elsewhere. Who applies and which income counts in a flatshare is not detailed: for your specific case, check on Guichet.lu, rent subsidy (ouvre dans un nouvel onglet) or call the Guichet unique before applying. If you sublet a room or part of the accommodation, the aid is refused or stopped.
No timeframe is published. If the subsidy is granted, it takes effect from the date of your application: a long processing time does not make you lose any months.
