This is for you if
- You have a car registered in Luxembourg, in your name or in your company's name.
- You've just arrived and you have registered (or will register) your car in Luxembourg.
- You're torn between two cars and want to compare their annual cost.
- You're selling your car or taking it off the road and want to get part of the tax back.
Not for you if you're a cross-border worker and your car is registered in your country of residence: according to Guichet.lu, you don't pay this tax in Luxembourg.
Key figures
| Item | Value | Year or date |
|---|---|---|
| Formula (car registered since 1 January 2001) | Tax = a × b × c | Unchanged since 2007 |
| a: CO2 emissions | Value in g/km from the certificate of conformity | In force in 2026 |
| CO2 measurement | NEDC if first registered before 1 January 2021, WLTP from 1 January 2021 | Since 1 January 2021 |
| b: fuel multiplier | 0.9 diesel, 0.6 other fuels | In force in 2026 |
| c: CO2 factor | 0.5 up to 90 g/km, then + 0.1 for each started 10 g band | In force in 2026 |
| Minimum tax (including electric and hydrogen cars) | €30 per year | Since 2013 |
| Car registered before 2001 | Calculated on engine capacity (€6 to €15 per 100 cm³ band) | In force in 2026 |
| Refund when selling or deregistering | 1/365 of the tax per day not started | In force in 2026 |
| Reduction for a family of at least 5 people | Up to €125 per year, one car per household | In force in 2026 |
How the car tax is calculated
The tax depends on three things: the CO2, the fuel and the date of first registration of your car (in Europe, not necessarily in Luxembourg).
Combustion or hybrid car registered since 2001. The CO2 is multiplied by the fuel multiplier (0.6 petrol, 0.9 diesel), then by factor c. This factor climbs with emissions: 0.6 at 100 g/km, 0.9 at 130 g/km, 1.2 at 160 g/km. The more your car pollutes, the more each gram costs.
The CO2 used is shown on your car's certificate of conformity (the manufacturer's European document). Since 1 January 2021, it's the WLTP value, the most recent test cycle. On average it gives figures about 20% higher than the old NEDC cycle. A used car first put on the road before 2021 keeps its NEDC value, even if you import it today.
Hybrid car. It is taxed according to the fuel of its combustion engine (petrol or diesel), with its official CO2. A plug-in hybrid often shows a very low CO2 and then pays the minimum.
Electric or hydrogen car. It pays the minimum of €30 per year.
Car registered before 2001. The tax is calculated on engine capacity (the engine's volume), per started 100 cm³ band. The rate, from €6 to €15, depends on the total engine capacity and the fuel, and applies to the whole engine capacity, not in tiers.
A worked example: two cars, two tax stickers
Take Inès, 29, who is moving to Esch-sur-Alzette and can't decide between two cars.
Car 1: a petrol compact, 130 g/km WLTP, registered in 2024.
- a = 130
- b = 0.6 (petrol)
- c = 0.5 + 4 bands of 10 g above 90 g = 0.9
- tax = 130 × 0.6 × 0.9 = €70.20, rounded down to the euro: €70 per year
Car 2: a diesel SUV, 160 g/km WLTP, registered in 2023.
- a = 160
- b = 0.9 (diesel)
- c = 0.5 + 7 bands of 10 g = 1.2
- tax = 160 × 0.9 × 1.2 = €172.80, rounded down to the euro: €172 per year
The diesel SUV costs €102 more every year, or about €1,000 over ten years. If Inès ends up choosing an electric car, she pays €30.
These calculations follow the official formula with round CO2 values. For your car, the binding amount is the one on the ADA bill. This budget comes on top of those in our guide to managing your money in Luxembourg.
Common mistakes
- Ignoring the bill because the car is rarely driven: the tax is due as long as the car is registered, whether it's driven or not.
- Selling the car without taking it off the road: the tax remains due and you get nothing back on the current sticker.
- Comparing two cars with NEDC and WLTP CO2 mixed up: for the same model, the WLTP figure is higher, so the tax is too.
- Paying twice after a reminder: the ADA has already sent reminders by mistake (in January 2025). If you paid before receiving a reminder, you can ignore it; always check the due date.
- Forgetting the large family reduction: a household of at least 5 people can get back up to €125 per year, but only on request (MyGuichet.lu or a form to the Environment Agency).
What about insurance?
The tax sticker is not insurance. It proves you've paid the tax, nothing more. Motor liability insurance is a separate obligation: without an insurance certificate, you can't register your car.
Two moments where the two meet:
- When you arrive: if you come from another country, ask your former insurer for a statement of your history (your bonus). A Luxembourg insurer can take it into account.
- When you sell or deregister: remember to cancel or suspend your policy at the same time as you get your tax back, so you don't pay insurance on a car you no longer have.

The Customs and Excise Agency (ADA), through its Caisse centrale in Mersch. It's neither the direct tax administration nor the registration duties administration.
No, if their car is registered in their country of residence. They pay their own country's tax.
Yes, the €30 minimum per year. The same goes for a hydrogen car.
On the European certificate of conformity provided by the manufacturer. For a car registered since 2021, the WLTP value is what counts.
Yes, pro rata: 1/365 of the tax per remaining day. You must first take it off the road at the SNCA, then send back the tax sticker with a Luxembourg IBAN.
